Due to integrated and interdependent nature of the Product, the procurement cannot be reasonably or effectively divided into separate lots. Dividing the contract into lots would risk inconsistency in training content, delivery methods, and support, and would undermine the control and coordination needed to achieve the intended learning results | |||
