| The State Digital Solutions Agency plans to conduct a public procurement for the licensing lease of an Information System Source Code Management Platform, platform resources, and consulting services (hereinafter – the Procurement). The Procurement will be carried out by way of an international open tender. The purpose of the market consultation is to analyse the market, to clarify various issues related to the subject matter of the Procurement before the start of the Procurement, and to inform market participants about the intention to carry out the Procurement and the requirements set for it. In accordance with Article 27(1) of the Law on Public Procurement of the Republic of Lithuania (hereinafter – the LPP) and in order to ensure competition and to purchase goods and services meeting the needs of the contracting authority, we invite you to participate in the market consultation for the Procurement (hereinafter – the Consultation), which is carried out by means of the Central Public Procurement System (hereinafter – the CVP IS), and to submit proposals by the day specified in the notice. We present a list of questions (Annex No. 1) regarding the subject matter of the Procurement, including the draft technical specification (Annex No. 2) and the Proposal Form (Annex No. 3). Market participants are invited, by the deadline specified in the CVP IS, to provide answers to the questions set out in the questionnaire, to submit their proposals, recommendations, and insights. Please provide the information using the CVP IS correspondence function (send a message, attaching the questionnaire with answers and, if necessary, other documents). This market consultation is published before the start of the Procurement. The market consultation is not a contract notice or a prior information notice about the Procurement. The information received during the market consultation, without prejudice to the requirements of the LPP, will be used in taking decisions on the organisation and conduct of the Procurement. Participation in the market consultation is free of charge and does not confer any preferential status in participating in the procurement. No costs incurred by participants are reimbursed, no compensation is paid, and participation in the market consultation does not affect and does not give a participant priority/preference in public procurements that will be announced in the future or their results. In accordance with Article 27(3) and (4) of the Law on Public Procurement of the Republic of Lithuania, participants in the market consultation, without prejudice to the rights of all those participating in the procurement and to competition, do not lose the right to participate in procurements. The proposals submitted will be evaluated confidentially. The Contracting Authority, having received comments and proposals regarding the published market consultation, will examine and assess them and the importance of the comments and proposals submitted and their compliance with the needs of the Contracting Authority, and will publish summarised information (except information on prices) in the CVP IS alongside the notice about this market consultation. When publishing the Procurement, the Contracting Authority does not undertake to take into account all proposals, comments, and insights submitted by participants. Questions, recommendations, or proposals received after the expiry of the above-mentioned deadline may not be examined. Meetings with participants will not be organised. | |||
