The subject of the procurement is indivisible, as it concerns the development of an integrated software solution which cannot be separated as it constitutes one integrated solution. Due to the complexity of the application and the interconnected nature of its development, dividing the procurement into parts is not practical. Engaging a single service provider to deliver the complete solution ensures consistency in development, reduces integration risks, and allows for the efficient and cost-effective use of the Contracting Authority´s financial resources.
