The subject of the procurement is indivisible, as it concerns the development of an integrated software solution that must function as a single, coherent system. Due to the technical complexity, interdependencies between the components, and the need for seamless integration, dividing the procurement into separate lots is not feasible. Engaging a single service provider to deliver the complete solution ensures consistency in development, reduces integration risks, and allows for the efficient and cost-effective use of the Contracting Authority´s financial resources.
