A warranty of **two years** is provided for materials and equipment. * The successful bidder must comply with the requirements set out in Elektrilevi OÜ's management system documents (including the code of ethics, occupational health and safety requirements). * **Liability, penalties, insurance requirements:** * The contractor must take out **Construction All Risks Insurance (CAR)** before commencing the works. * **Penalties** are stipulated for both the contractor and the contracting authority in case of breach of contract terms (e.g., exceeding deadlines, violation of occupational safety requirements). * The contractor is liable for damages caused during the work, including environmental damage. ## Participation Requirements * **Financial requirements:** The international threshold for the procurement **does not exceed the threshold for a simple procurement**. * **Technical and professional experience:** * The bidder must have previous procurement contracts: **at least three contracts for similar electrical construction works** within the last 60 months, at least one of which having a value **exceeding 40,000 euros (excluding VAT)**. * The bidder must confirm that they have a person leading electrical works with **A-competence** and/or a qualification corresponding to at least level 6 according to the Qualification Act, who is registered in the EPP environment. * The bidder must confirm that they have a person with **switching rights** to carry out the work (except for certain substations). * The bidder must confirm that they have designated a **C-person** responsible for the work operation, who is registered in the EPP environment. * **Required licenses, certificates, permits, documents:** * The bidder must confirm that they have read and agree to the **terms of use for the Elektrilevi Partner Portal (EPP)** (J3116/3). * The bidder must confirm that they have read the **Standard Terms and Conditions for Subcontracting Electrical Installation Works** (P135/5) and the **Standard Terms and Conditions for Personal Data Processing** (P1111/5). * The bidder must confirm that they have read the **Eesti Energia Group Code of Ethics for Partners** and the **Occupational Health and Safety Requirements**. * The bidder must confirm that they are not associated with Russian or Belarusian entrepreneurs and do not use materials/equipment originating from them. ## Financial Aspects * **Procurement cost or planned budget:** The cost is presented in the proposal cost table. * **Invoicing terms:** * Payment deadlines depend on the contract value (14, 35, or 45 calendar days). * **If joining the contracting authority's factoring program, the payment deadline is 95 calendar days.** * **No advance payments are made.** * **Guarantees, sureties, or other financial obligations:** A guarantee is **Not** required. ## Evaluation Criteria * **How proposals are evaluated:** Evaluation is done using the **Weighted Score** method. * **Point calculation – which criteria are most important:** * **Total proposal cost (excluding taxes)** is the sole evaluation criterion (100% weighting). * The contracting authority evaluates the economic favorability of the proposal based on the lowest price. ## Environmental and Social Criteria * **"Green" requirements applied:** * **Environmental requirements and avoidance of pollution risk** are important (see explanatory note point 6). * The contractor must consider the habitats of protected species (Bladder Campion, Lesser Butterfly-orchid) and the distribution area of the **invasive species (Hogweed)**, and comply with the conditions set by the Environmental Board. * During earthworks and driving heavy machinery, the habitats of protected species must be avoided. Expansion of the Hogweed distribution area is prohibited. * Soil restoration must comply with requirements (considering the rocky surface and the presence of mines/excavations). * **Planned social responsibility obligations:** Occupational health and safety requirements are presented in a separate document and must be met.
